Collier to lead new Alabama law enforcement agency

— MONTGOMERY, Ala. (AP) — Alabama's governor promoted his homeland security director to secretary of law enforcement on Friday.

Spencer Collier will lead the creation of the new Alabama State Law Enforcement Agency. The agency is the result of a new state law combining many of Alabama's law enforcement programs, including the Department of Public Safety and the Department of Homeland Security.

Gov. Robert Bentley said Collier worked on the consolidation of law enforcement programs and has the experience and expertise to lead the new agency.

Collier, 40, served with Bentley in the Alabama House for two terms before Bentley picked him to lead the Department of Homeland Security in December 2010. Collier graduated from Troy University and served as a police officer in Prichard before becoming a state trooper with the Department of Public Safety for nearly 10 years.

"We have one opportunity to assemble this new agency in the most efficient and productive manner, and I am committed to doing just that," Collier said.

Senate President Pro Tem Del Marsh, the sponsor of the legislation setting up the consolidated agency, praised Collier's selection.

"I'm confident that under his leadership, we'll be able to provide better, more cost-effective law enforcement services to the people of Alabama," Marsh, R-Anniston, said.

Bentley said Collier will continue to serve as homeland security director during the implementation of the State Law Enforcement Agency, which is supposed to be completed by January 2015.

Collier made $149,000 annually as homeland security director and he will continue at the same pay in his new post, the governor's press secretary, Jennifer Ardis, said.
